About RJ Diaz - Founder & RCFE Consultant
Rogelio “RJ” Diaz Jr. is the founder of RJ-RCFE Consulting, bringing together hands-on caregiving experience, residential care facility ownership, regulatory compliance, higher education, and more than two decades of leadership experience.
RJ began his career in senior care as a caregiver, spending two years providing direct care and assistance to individuals who needed support with their daily living activities. This early experience gave him a firsthand understanding of the importance of compassionate care, resident dignity, and quality of life.
He subsequently served 21 years in the United States Navy, retiring as a Logistics Specialist Chief. Throughout his military career, he developed extensive experience in leadership, personnel management, logistics, accountability, and organizational operations.
RJ also completed two bachelor’s degrees: a Bachelor of Business Administration and a Bachelor of Health Care Administration. His educational background complements his practical experience in business operations and the healthcare industry.
As a California Residential Care Facility for the Elderly (RCFE) owner and operator with over five years of experience, RJ understands the challenges of establishing, licensing, managing, and operating residential care facilities.
His areas of experience include:

- RCFE startup, licensing applications, and facility development.
- Operational policies, procedures, and regulatory documentation.
- Compliance preparation and facility operations.
- Assisted Living Waiver Program (ALWP) applications and provider processes.
